The level 3 buff seems like enough. Maybe 5 to 15 more hp's on level 2 though. 330 to 260.

not only nerf harass, but also slower pace of creeping, CL was not too easily creep to high levels and also more pressure for undead to defend their expo. Just try in patch. If it is too weak, no one will use CL. If it is still strong, maybe nerf late game units eg. abomination
