huh — did a full reboot, plugged the MBP into a wall, and switched USB-C ports, and i guess one of those three things fixed it. hooray!

ehh, the latency's fine, but i was def dropping into the 53-55 fps range @ 1080p here and there :<

The Mac might throttle CPU speed when it’s running off of battery to save power. Plugging in probably did the trick for H.264 encoding.
