huh — did a full reboot, plugged the MBP into a wall, and switched USB-C ports, and i guess one of those three things fixed it. hooray!

It's more pricy but I have had really good experience with the Magewell XI100DUSB capture card on Mac. Easy to capture in OBS aswell.

are you plugged into a USB 3.0 port? it could be that or some weird usb3.0 chipset issue
