I think this is standard. Xbox Ones' also don't come with charge-and-play kit either. (Non-removable battery could be issue tho)
that's the problem - with XBO controllers, you can just grab replacement AAs. you don't have that option with the Switch

Maybe they will fix future sets if it becomes an issue.

Or the $30 is optional to keep core system cost down for more people to adopt faster.
