what's the best way to watch Netflix Japan content on a TV using a VPN? (i have a Roku TV, an Xbox One / PS4, and a Chromecast) surely someone has figured out a convenient, repeatable way to do this that doesn't involve plugging an HDMI cable into a TV every time, right?

You can use Chromecast on a laptop to cast your screen and audio to the tv. Still needs a computer or laptop but negates the wire
