thats correct, its including page files, page files are basically hard drive RAM, so if your real ram is exceeded, or if your computer hibernates, your RAM is written to a page file, so 128 TB is your theoretical limit
but i only have a meager 1 TB hard drive on this whole damn system

Its probably because windows uses an NTFS filesystem which has a maximum capacity of 256 TiB, its just going to assume you have 128 TB even if you dont

Virtual memory is only how big your addressing space is, and doesn't really care about where parts of the space is mapped. For each program there is a mapping table that handles mapping from virtual address space to physical. Programs are addressed internally as if they are alone
