Of course. I don't see it as worse, it's like this to prevent accidental overwriting. I have my account in my Switch, set as primary, and in a friend's, as secondary. Everytime I want to play in my friend's Switch, I have to download the cloud save that I uploaded on my Switch.
as someone who has been using cloud saves on the PS4/XBO for years, let me assure you that accidental overwriting is never an issue

It happened to you because it's not automatically done. It seems easy to accidentally save over your cloud save. If you load them game then go to download your cloud save it would be an easy mistake.
