Yep, if you don't mind paying their markup. Actually Amazon JP used to sell them digitally but stopped. I never 3DS is the only method, just the simplest/most direct way short of having a Japanese payment source.

Their setup is so inconvenient. 3DS and Wii U region-locked their hardware+software, but not their payment methods so foreign CCs work in those eShop apps. Switch is like PS3/PS4 with easy region account switching, but region-locked payment sources.
