I think it is so hard to make strong scientific conclusions about all this because it is so complex it really stretches the ability of empirical tests. Social psychology is so difficult!

Historically there have been big political movements that have influenced large groups of people. But I think saying Trump and rise of alt-right are due to only targeted ads would ignore all the other, and probably more important and interesting reasons for them.
