Democratic means decided by the people. But the kilogram mass is not democratically decided: It is declared by fiat by reference to a universal constant, which makes it universally measurable. I think you just mean international or just standardized.

democratic can also mean "relating to, appealing to, or available to the broad masses of the people" ... that's the sense I'm getting at.
