More broadly, I wonder if the blackout / lack of cell reception on the island impacted how mainland Americans felt about Puerto Rico after the storm. So much attention/outrage to ongoing problems these days is driven by people tweeting, videoing, live streaming.

A blackout/loss of reception meant silence. And think about how powerful a 1st-person video can be in making a story national (like video of two black men being arrested in a Starbucks). I wonder how many stories we missed because people on the ground couldn't broadcast them.
