Verhindern von Ghettos = Öffentliches Interesse Skifahren in St. Moritz = Nicht unbedingt im öffentlichen Interesse (zumindest nicht in einem kapitalistischen Staate). Nach Rechtslage dürften also Reichenghettos wie St. Moritz wohl zulässig sein.

Die Mietpreisbremse wird die Probleme nur verschärfen. Wirtschaftliche Kompetenz ist in DE offenbar bis ins höchste Gericht nicht vorhanden. Aber im Zweifelsfall kann man ja immer alles auf böse Investoren, den Kapitalismus etc. schieben.
