They should do neither and just let people upload what they want
If it's a credible threat, objective harm can be prevented. Same with direct incitement to violence. But these need very specific criteria or else people will abuse them, which already happens quite often, so it is a difficult law to enforce.

What determines a credible threat or direct incitement is subjective though. And if the purpose of censoring violent threats is to prevent objective harm, the US is crap at doing that precisely because we define hate speech so narrowly.
