People can perfectly understand how horrible it is just from the basic context, abusing and killing animals is terrible. You telling the gruesome details doesn't do anyone a favor and is extremely damaging.

Of course they consider it an offense, (we all do) but it’s not within their power to do anything about it, other than to turn over any evidence they recieved to the responsible local agencies. They can’t actively investigate it, unless it were interstate I think, or RICO

Also, their role in tracking data (as they do for all crimes on a national basis) does not include enforcement power. First, fucking animals is not a “federal” crime. Enforcement falls on the local, county or state agencies.
