      CPU is running at just 50C on DC (up to ~80C on AC) so it's not an overheating problem. Package is drawing just 8-14W on DC, ~42W on AC.

      Well, a desktop computer that was unplugged would have even worse performance... Chrome build perf is ~3.7x faster on AC for this machine.

      That's fine, but maybe the BIOS settings to disable DC throttling should, ya know, disable DC throttling. They seem to do nothing.

      I don't care if the BIOS setting works, but I do care that the Windows performance profile ("high performance," etc.) is honored. It's not?

          It is not. With everything (BIOS and power plan) set to "high performance" the 3.4 GHz CPU runs at ~0.8 GHz when building Chrome. @lenovo?
