IMO, it might be better to create a CMake generator and then use VS2017's built-in CMake support.

In my experience, most of Cargo would be better off being replaced with native CMake support. Not what I'd have guessed last year.

CLion, VS2017, etc. would work more-or-less out of box. Parallel building of non-Rust & Rust artifacts. Less (usually no) need for build.rs.
