Nope. Literally no distro is going to deal with updating random language toolchains in an LTS release. The risk of bugs and breakage is too high. In particular, if the fix for a security issue depends on 1,200 non-security-fix commits, how do they backport the fix if the package authors don't care? I guess they just do it themselves and hope it works?
