It unwise to promote vaping to a unrestricted audience, since it will encourage people to start smoking and the harm it causes is likely to reduce or nullify its beneficial effect from helping people to quit smoking.

The FDA's manufactured reasons for denying the PMTAs are complete nonsense. They authorized IQOS and VLNCs, both of which obviously have worse tox profiles than a Juul.
