I tried to understand the NERC guidance, but their doc has seemed to have removed eligibility criteria to harmonise with UKRI, where as UKRI devolves this to each Council

We all want the best students to succeed, and we have strong opinions based upon our personal experiences and local University cultures. But we know that there are huge groups of society who simply do not access further education, especially at higher level.

And by the "best students" - if there is a systems based inequality embedded within our culture, either due to "small numbers" issues, direct bias (eg racism), financial limitations - then your view of "best" does not reflect the candidate pool you should be serving.
