Good question. I think the scripts were only in 2nd draft form, so not quite ready for production.

How much do Clone Wars scripts usually change from draft to draft?

From my experience, it varies wildly from script to script. Sometimes very little, but sometimes an episode can go through radical changes in the course of development.
