Ask Walgreens and CVS why they are closing. Chronicle reported that here back in May. These are profit oriented enterprises and shoplifting losses are untenable. I haven't researched CVS so don't know how they reached their decision, but their peer competitor (Walgreens) had declared they were cutting stores for market reasons almost 2 years before these shoplifting stories dropped.
