It's not their responsibility to give warning about the air raid, and Israeli jets were back in their own air space before the observation vessel was shot down. Looks like the Syrians did verify with Russian military for any known vessels in the airspace, so its their fault.

It is standard protocol for Russian, Israeli, and American militaries to give each other advanced warning of operations. This is done to prevent deadly accidents. Would you be fine with Russian military failing to warn American troops, for example, of an operation also?
