You putting the word racist in quotes says a hell of a lot right there.
It actually says that news organisations (in particular public service broadcasters) are intended to be independent. It's standard practice to put single quotes round such a word, when it's contentious and said by a third party - not the broadcaster. Double quotes are the mystery
