I've just been reading through this: https://www.ejiltalk.org/the-brexit-bill-and-the-law-of-treaties/ … It seems to state that the UK does have obligations to pay the EU, but it's unclear whether the UK could be forced to pay them. It suggests it may be possible to refer to the ICJ, but it would not be a preferred option.

Whatever happens, I don't think it's clear cut either way. Not paying it would make any future trade deals we may want to strike with the EU or it's member states much more difficult.

Haven’t we heard it all before? We would have some commitments in a no deal scenario but is he really saying the Eu have only negotiated a £3b divorce bill over & above a £36b bill that would be paid anyway? He needs to change the record, or his address!
