        It is - possibly - as it's not about the amount of rapes happening or being reported, it's how many people are charged. It looks like the police are only charging those who it looks like they will get a successful prosecution.

        Less police means less time to investigate crime properly, that means less cases passing the threshold for prosecution due to poor evidence gathering. We have lost 23,000 officers and many more support staff policing has been reduced by one fifth of its frontline strength.
