There has been corruption by building contractors. No council would order this stuff deliberately.

So you're saying the council basically just said "yep put that one up" without even bothering to do checks?

Pretty much what happens with the Design and Build process with the Contractor at the helm.

The cladding itself is banned/illegal. Nobody council, Tory or Labour, would order it knowing this. Why would they?

The council would still have had to sign off on the materials used....

They might sign off something they ordered (legal) but an illegal product is fitted. Corruption by contractor, not councils.

Rich may not tolerate budget internal fittings but they wouldn't KNOW about substandard construction materials

why did they never do fire safety tests before purchasing the product - what a waste of time and lives. surely a fire test is standard?!

That's what I meant to say Gill. There is no way this is a deliberate move by any council. What was installed was not what was ordered.
