        I was at Heathrow Terminal 5 today and didn't see one police officer. Kind of disappointing, given the severity of the current threat level.

        Lack of resources -manpower - reduces the ability to gain Intel and act upon it. If you slash the police budget you slash the manpower.

        Yep the theory is ok but reality is if you need to take out terrorists there's always resources to do this including the military

        To take out yes...but with reduced numbers prior to the attack no one knows what if any Intel was missed. A bit of a risk.
