Funding allows things like, I dunno, the replacement of deprecated OS? (I know COTS systems are a bit their own thing, but still.)

If it is a piece of ransomware as is being reported then it can be protected against, this isn't some zerohour attack, lack of investment

Only lack of investment is in staff being vigilant to phishing emails or clicking links they shouldn't. Ransonware is currently not clever
