There was no law permitting it nor was it implicitly permitted. It’s a crime that gets punished but wasn’t in the legal code. Somaliland is a new nation with a fledgling democracy. A lot of work has gone into state building. Judiciary needs to catch up.

This is a great victory for the people of Somaliland and other countries should take it as an example to improve their own laws regarding sexual abuse and domestic violence. One can only hope that women would be but at the centre to champion this law.
