I think some proverbs are better understood in their original language. When translated to English in some way they change a little.

I see hypocrisy! A bigger thief chasing after a smaller one. Same as the biblical admonition to remove the log in one’s eyes, in order to see well to remove the speck in another’s. Typical of treasury looters prosecuting common thieves!

It basically means fish has great value attached to it in the locality. You can't take someone's fish. Take anything else!
