I believe Mo has done exceptionally well by putting his hard earned money on the line by challenging African head of States to do good things for their citizens. Some of these old dictators are not moved at all from Uganda, Equatorial Guinea, Congo Brazzaville and so on. SAD!

My question to Mo Ibrahim is why has African rulers failed to maintain financial probity, accountability and good governance, despite Mo Ibrahim Foundation efforts to reward Good Governance in Africa?

May be because the prospect of a reward is not sufficient to overcome incompetence and self interest on the parte of many rulers.
