Yes and this is another form of slavery. Africa (all countries) is better off forming a public private investment fund and giving countries like China the choice whether they want to be apart of it (as investors)or not.

Place the risk on China or form agreements that lets the continent (Africa) and China share the risk or burden of obligations but not one sided like it is now. But this is my personal, little opinion.

Now how will you define "debt" if Africa gets her own currency legally backed or pegged to gold/diamond/oil/cobalt etc...
