I confess I thought one of the points of HDR was to not have to simulate your eye adapting to brightness changes...that HDR had enough range to just let your *actual* eye adjust to brightness

That bright bloom and overexposure should be unrelated to HDR. The HDR should allow your display to show those brights and darks on the screen simultaneously.
It is annoying because no matter how I adjust the tv, it will be incorrect as soon as I tilt the camera

Totally. On PC I would go to settings and turn down bloom. :(
