How is it that everyone who plays video games doesn't think, "I want to make my own one of these, and I'm starting now"?

I try to keep notes of game ideas and expand on them if I think they're interesting. Do you offer any advice or where might be a good place to learn to program?
Well I learned in college, but that could be overkill if it's just a hobby, just a book could do it. I believe that's how @NoogyTweet learned to make Dust
