Hey I have a general question: Suppose I have a game concept that I want to present to publishers. What's the best way of doing that? And also suppose I have a prototype. How far developed does it have to be?

Short answer, make a working prototype. Ideas are a dime a dozen, but showing a prototype of what you're envisioning is worth everything.
Do that and if no one bites finish it and sell it anyway
