Look for an option that looks like ‘reset midi controllers’ in sonar. Its the culprit.
@chipsounds It seems like Chipsounds "loses" the pitch modulation depth and sets it back to 0 whenever I stop playback. I have to reload the patch to get it back. So it only lasts for one press of "play". I'm using Sonar Platinum with the newest Chipsounds on your site.

YES! That did it. (I also discovered that automating that parameter locks it in place but that's a pain).
