By the middle of December, @nicalis will have published five indie games physically in 2017--all with ESRB ratings. It's not impossible and we're a small company, too.
Also if $3k is too much you probably couldn't afford manufacturing, shipping, packaging, etc anyway.

The problem is not that we can't pay the fee. The problem is that $3,000, $6,000, $12,000, or $15,000 that we're paying for a rating could mean the difference in one of our partners continuing to develop games or shutting their operation down.
