Is there a plugin for Photoshop that makes creating and editing indexed color palettes easier?

But it appears that there isn't really a plugin for custom palettes (even something combining Indexed Color + Preset Manager would be nice)

I had to write my own a few years ago. Nothing fancy, but PS was insistent on pure black & white being present in 4bit bitmaps.
