Is there a plugin for Photoshop that makes creating and editing indexed color palettes easier?

Was looking for this also. Only thing I could really find was File > Save for web on a palette image. There you can kinda tinker
I've never even looked at this before. It's so weird how many options this has. But still doesn't let you arrange entries.

You can select a few sorting options like "sort by hue" for example, but nothing manual, sadly.
