There’s a way to do it, but you gotta dig into the Microsoft assets and manually rename some files. I googled it....
Okay so why isn't there an option to have the Windows lock screen images show up as your Window backround?

I've been stuck loading a Windows 10 PC recently and noticed this too... each OS supports animated wallpapers (er, Linux/macOS do at least?), would be neat if there was a common source that everybody could pull photos like that from

You know what, follow-up thought: Apple TV actually has this in screensaver form, and they even cite the source if you scroll through the chunks of footage manually. Surely this is doable as well, without being invasive
