Maybe have a system by default the grid snaps to 16x16 but the underlying graphics are 8x8 tiles, and you have the option to change the snapping if you want to place them in 8x8 increments.
oh so there would be an 8x8 tile editor underneath the 16x16 editor?
that might be more intuitive than what i was thinking... and if you could copy / paste tiles in the 16 x 16 mode (eyedropper could sample a 2x2 subtile arrays) then you'd get some of the craft of using a table of them, without having to set up the table..
