Ugh, I figured it out. It's a checkbox under Settings->Music->Download high-quality audio files. It actually seems to download both mp3 and flac. Not sure which one the player uses.

Okay anyone who is using Steam's new soundtrack system... how do you get it to download FLAC files? I have uploaded both MP3 and Flac but only MP3 is downloading for me.
