After some investigating photoshop has it's own thing under Filters->3D that is slow and confusing but it does the job so I'm using it

xNormal's a good one, although it may be viewed as 'old school' at this point ;p

Heck I actually meant CrazyBump. xNormal I *know* is used to bake from models but CB is good for just bringing in your greyscale images and converting.
