If its unresponsive, system would make system beep on keypress. Maybe in OS settings?

It's a window thing (assuming you are using Windows) the only way I found was to disable system sounds x.x

I remember that it was something related to windows alerting you that that it couldn't find nothing in the topbar with this hotkey

If you are on Windows it may be a BIOS setting and unrelated to Photoshop. Many laptops have "3 key rollover" with a warning tone when you've exceeded input limit. Very annoying!

Not sure this is the cause but it makes me think of the Disability features windows has. It beeps if you hold Shift for too long or spam it. It can be disabled somewhere in the settings.
