Turns out the firewall was blocking access. Happened twice so far. Something to make note of....

Forcefully grabbing permissions can be kinda wonky, yeah. This is a bit of a nuclear option, but a soft reinstall of Windows might be the best option. (1/2)

There's an option called Refresh that was introduced in Win8 that keeps your personal files, though I'd suggest backing things up regardless.

Have them right-click the folder, go to Properties, then Security, Advanced, and have them take ownership of the directory again. Have had that happen before. Once they take ownership they can make sure they have full read/write/modify permissions on it.

It's possible to tell Windows to relocate the My Documents folder to completely arbitrary locations, even other drives. So you'd probably need to ask Windows where it is instead of assuming it's located in the user's folder.

I believe it just grabs the environment variable? Out of town so I can't look at the code.

I'm not certain but I think Windows can encrypt user folders to prevent accounts on the same computer from accessing each other's stuff. So if you blindly copy a user folder between computers with different user accounts maybe you lose access to the contents?
