Standard nuclear is effective and cheap, no need to put hope in something that doesn't exist.
Could it just be a tax on anyone that pollutes? (The IRS hates this one secret loophole that will lower your taxes: not polluting!)

Washington state just tried this with an initiative this election, via a carbon tax. It had contingencies to offset costs for low income families, build mass transit, retrain displaced workers, etc. It still failed. A pollution tax is apparently unpopular with voters, sadly.

Everyone pollutes, but not everyone has the means to limit their polluting. Take low income people who have to use an old crappy car to get between multiple jobs. It makes more sense to restrict the tax to those with means.
