I would think it's because of the little details you have to keep in mind to make them look alive when standing still. It's not as difficult to make something look alive when it's in motion. Then again, I'm just an animation fan not an animator XD

Also if your character is comical, like a chibi, you can just bend the knees and have them bob up and down, but what do I do with a serious character

sometimes what doesn't move says a lot more than too much motion. also, check out how Alucard slows down when left standing.

That most likely because humans don't really stay idle. We don't think about how we are standing at a busstation (dumb example but it does the job) and as soon as we think of it the stance isnt idle anymore.

Idle animations are a pain in the ass. I'm still trying to think of how to do more than a simple blinking animation to a character in my game, and he's only 16x16.
