Unseal for sure, barring specific request otherwise. Folks should be able to open and play the game without ripping the signed part. IMO at least :)
Is it better to unseal a game before signing or to sign on the shrinkwrap so it stays pristine inside

Seconded. Also, Sharpie wipes off of shrink wrap plastic pretty easily. The signature wouldn't last.

From experience, you’ll find both of those people but mainly unwrappred signed on the cover (we ended doing wrapped and unwrapped signed copies of our limited run).
