It just needs to be some wysiwyg thing that lets me drag and drop in visual studio... so I shouldn't have been so specific about windows forms.

Wpf works in that case. I made a half finished animation editor in monogame using wpf and that library

I've been using WPF to host our MonoGame engine for all of our tools and games so far. WPF is very convenient. I never took the time to consider ImGUI, but it looks like a very relevant solution to have debug UI/tools directly in the game itself.
