What’s there to do besides train more people? I don’t mean to be glib either, I think about this a lot and you can only offer so much education or so many tools for recruiters. Is the problem greater with demand or supply?

100% agree, but that is because most companies still use primitive tools and processes to match talent with need. hiring for "what can you do?" versus "what have you done?" is perceived as too risky

It doesn’t matter. I’ve yet to see a US company with effective enough management and HR to maximize or measure the labor they already have. They’d be arbing labor along completely useless qualitative factors and just playing musical chairs. Management science needs a comeback.
